{"id":15303,"date":"2026-01-06T10:14:11","date_gmt":"2026-01-06T10:14:11","guid":{"rendered":"https:\/\/borrowaccelerated.com\/?p=15303"},"modified":"2026-01-06T10:14:12","modified_gmt":"2026-01-06T10:14:12","slug":"eni-repsol-fight-to-recoup-6bn-in-gas-payments-from-venezuela","status":"publish","type":"post","link":"https:\/\/borrowaccelerated.com\/?p=15303","title":{"rendered":"Eni, Repsol fight to recoup $6bn in gas payments from Venezuela"},"content":{"rendered":"<div>\n<p>Unlock the White House Watch newsletter for free<\/p>\n<p class=\"article__content-sign-up-topic-description o3-type-body-base\">Your guide to what Trump\u2019s second term means for Washington, business and the world<\/p>\n<p><iframe class=\"article__content-sign-up-iframe close\" scrolling=\"no\" id=\"signUpIframe\" data-prev-url=\"\/register\/in-article-sign-up?ft-content-uuid=6cf5711c-021a-415f-b32c-8b8bf34a4c82&amp;newsletter-id=65b8fec772badb00166eafc6\"><\/iframe><\/div>\n<div id=\"article-body\">\n<p>Two of Europe\u2019s largest energy companies are struggling to recover payments worth about $6bn from Venezuela and are facing indifference from US officials about the debt, according to two people familiar with the situation.\u00a0<\/p>\n<p>For several years, Italy\u2019s Eni and Spain\u2019s Repsol have supplied Venezuela with large quantities of gas and naphtha, which is used to dilute the country\u2019s heavy oil so it can be more easily transported.\u00a0<\/p>\n<p>The two companies jointly own the Perla gasfield off the Venezuelan coast, which underpins Repsol\u2019s claim to provide roughly a third of the gas used for the country\u2019s electricity generation.\u00a0<\/p>\n<p>Until last March, they had been receiving Venezuelan crude from the authorities as payment for the gas. But as it dialled up the pressure on Caracas, Washington said it would cut off those payments by revoking a special permit to operate for all foreign companies before exempting US oil major Chevron from the rule. <\/p>\n<p>The move exposed energy groups to sanctions if they continued to take payments.\u00a0<\/p>\n<p>Repsol and Eni have since continued to supply Venezuelan gas to the domestic market while receiving no payments in cash or crude but accumulating IOUs. Despite heavy lobbying, no solution has emerged.\u00a0<\/p>\n<p>One person familiar with the situation said the administration\u2019s \u201cAmerica First\u201d policy was having an impact on European companies, which have sensed a lack of urgency from the White House in resolving their payment problems.\u00a0<\/p>\n<p>Kevin Book, analyst at ClearView Energy Partners, noted that President Donald Trump\u2019s first administration introduced carve-outs in 2019 for certain US companies operating in Venezuela. \u201cThis isn\u2019t a new strategy\u2009.\u2009.\u2009.\u2009The president uses the phrase \u2018American First\u2019, one shouldn\u2019t ignore it,\u201d he said.<\/p>\n<p>Josu Jon Imaz, Repsol\u2019s chief executive, had said his group was in talks over resolving the block on payments in kind before President Nicol\u00e1s Maduro was ousted by the US on Saturday.<\/p>\n<p>\u201cWe maintain\u2009.\u2009.\u2009.\u2009a constructive and fully transparent dialogue with the US administration at the moment,\u201d he said on an earnings call in October.\u00a0<\/p>\n<p>Analysts have suggested that both Eni and Repsol, among other European players, might be interested in investing in Venezuela\u2019s energy sector in the future, but the companies declined to comment on the prospect or on the debt they are owed.\u00a0<\/p>\n<p>The $6bn also includes some historic debts for naphtha supplied by Eni and Repsol to Venezuelan state oil company PDVSA in 2023.\u00a0<\/p>\n<p>Repsol owns several assets in Venezuela, which was its second-largest market in production volume after the US in 2024, tied with Trinidad and Tobago. It produced 24mn barrels of oil equivalent, 85 per cent of which was gas.<\/p>\n<p>With 256mn barrels of proven oil equivalent on Repsol\u2019s books in Venezuela, the country accounts for 15 per cent of the company\u2019s total proven reserves.<\/p>\n<p>The US Treasury, which issues special licences enabling companies to operate in Venezuela, did not immediately respond to a request for comment.
